Can a foreigner own 100% of a company in Qatar?

In most sectors, yes. Qatar's investment rules now allow foreign ownership of up to 100% in many activities. Some activities still need a Qatari shareholder, and public guides commonly name commercial agencies, real estate and security services. Whether your activity is open depends on the current list from the Ministry of Commerce and Industry (MOCI), so this is the first thing we confirm.

The main structures

  • Mainland company (LLC or WLL): the standard route for trading and services in the local market. It is registered with MOCI.
  • Branch office: a foreign company extends into Qatar without forming a new local entity.
  • Qatar Financial Centre (QFC): an onshore centre with its own legal and regulatory framework, mainly for financial, professional and related services.
  • Qatar Free Zones: zones for industries such as logistics, manufacturing and technology, with 100% foreign ownership and their own licensing.

The registration steps for a mainland company

  1. Choose the activity from the MOCI activity classification. This decides the licences and approvals you need.
  2. Reserve a trade name and get it approved.
  3. Prepare the founding documents, including the ownership structure and articles of association.
  4. Attest and translate foreign documents. Documents from abroad normally need attestation through the Qatari embassy in the country of origin and translation into Arabic by a certified translator.
  5. File the application through MOCI's online services or the Invest Qatar single window, or in person at a service centre.
  6. Receive the commercial registration (CR). Public guides commonly quote about five to ten working days for this step once the file is complete.
  7. Register with the Qatar Chamber and complete the tax registration with the General Tax Authority.
  8. Set up the business: a bank account, a physical office where required, and the immigration and labour registrations needed to employ staff.

Documents you should prepare early

  • Passport copies of the owners and managers.
  • For a corporate shareholder: certificate of incorporation, articles and a board resolution, all attested.
  • Proof of address and, where required, a power of attorney for the person who will sign in Qatar.
  • A lease or proof of office space for activities that require one.

Public guides commonly quote roughly two to six weeks from start to finish for a mainland company, with free zone and QFC routes falling in a similar range. Your timeline depends mostly on how quickly documents are attested and how clear the activity classification is.
